Economies at War III
This series of events examines the relationship between war and the economy in West Asia and North Africa, using Syria as an example. It shows how war and crisis are used by local elites to strengthen neoliberal policies, showing examples of how war acts as a tool to stabilize rather than disrupt the economy, and deepen the neoliberal economic order.
We will discuss with Joseph Daher how the Syrian regime’s policies reinforced neoliberal economy in recent years, and analyze how sanctions impact local economies. What alternatives are there to sanctions that can be used to show solidarity with local actors? Which actors oppose the neoliberal system?
Abdallah Al-Khatib, a Palestinian-Syrian activist from Yarmouk, will share a video that shows how civil society activists in Syria deal with the local economies during military sieges, and how they create economic alternatives.
Speakers:
Joseph Daher is a Swiss-Syrian socialist activist, academic and founder of the blog Syria Freedom Forever. He is part of the Wartime and Post-Conflict in Syria project at the European University Institute, Florence (Italy). He is the author of "Hezbollah: Political Economy of the Party of God" (Pluto Press, 2016) and "Syria after the Uprisings: The Political Economy of State Resilience" (Pluto Press and Haymarket, 2019).
Abdallah Al-Khatib is a Palestinian-Syrian human rights activist from Yarmouk, Damascus. He has been part of the peaceful uprising against the Assad regime since 2011, and later joined other activists to organize civil resistance against local extremist forces. During the siege on Yarmouk, which lasted from 2013 until 2018, he was involved into several civil society projects such as schools, youth centres and agricultural initiatives.

Gegenwärtige Kriegsökonomien zwischen Konflikt und Kapitalismus: Ökonomie des Krieges in Syrien – Krieg als Reform
Diese Veranstaltungsserie untersucht die Beziehung zwischen Krieg und Ökonomie in Westasien und Nordafrika. Unsere dritte Veranstaltung zeigt am Beispiel von Syrien, wie Krisen und Krieg von einheimischen Eliten dazu genutzt werden, um neoliberale Politiken zu verstärken. Krieg und Kriegsökonomie können auch hier nicht als separat von einer normalen Ökonomie gesehen werden. Krieg erscheint als Werkzeug zur Stabilisierung und Vertiefung der ökonomischen Ordnung.
Mit Joseph Daher werden wir diskutieren, wie Politiken des syrischen Regimes in den vergangenen Jahren eine Intensivierung der neoliberalen Ökonomie vorangetrieben haben. Zudem werden der wirtschaftliche Status-Quo und die Rolle von ökonomischen Sanktionen im Kontext von Klientelkapitalismus analysiert. Welche anderen Formen abseits von Sanktionen müssen genutzt werden, um solidarisch mit Akteuren vor Ort sein zu können? Welche Akteure stellen sich gegen die Vertiefung der neoliberalen Ordnung?
Der Aktivist Abdallah Al-Khatib bespricht in einem Videobeitrag, wie zivile Aktivist*innen in Syrien mit den lokalen Ökonomien in Militärbelagerungen umgehen und welche Räume sie haben, ökonomische Alternativen zu schaffen.

Joseph Daher (Livegast) ist ein Schweizerisch-Syrischer Aktivist, Akademiker und Gründer des Blogs Syria Freedom Forever. Er ist Teil des Projekt „Kriegszeiten und Post- Konflikt in Syrien“ am European University Institut in Florence (Italien). Er ist Autor von „Hezbollah: Political Economy of the Party of God" (Pluto Press, 2016) and „Syria after the Uprisings, the Political Economy of State Resilience" (Pluto Press and Haymarket, 2019).
Abdallah Al-Khatib (Video-Beitrag) ist ein palästinensisch-syrischer Menschenrechtsaktivist aus Yarmouk, Damaskus. Seit 2011 war er aktiver Teil der zivilen Bewegung in Syrien gegen das Assad- Regime und andere extremistische Kräfte. Während der Belagerung von Süddamaskus (2013-2018) war er in zahlreiche zivilgesellschaftliche Projekte wie Schulen, Jugendcentren und Landwirtschaftsprojekte involviert.
